A Public/Private Partnership
VHCF was initiated in 1992 by the Virginia General Assembly and its Joint Commission on Health Care to promote and fund innovative public-private partnerships that increase access to primary care for Virginia's uninsured and medically underserved. VHCF is one of the key elements of the Commonwealth's strategy to buttress local primary care delivery systems and strengthen the health safety net.
As a public/private partnership, VHCF combines the flexibility and nimble nature of the private sector with the resources and institutional wherewithal of the public sector. This has allowed us to produce a remarkable return on investment. Since its founding, VHCF has leveraged an average of $11 in cash, health services and other in-kind contributions for each dollar expended.
Operating with an entrepreneurial spirit, VHCF works on multiple fronts to increase access to care for Virginia’s uninsured and medically underserved. Since 1992, VHCF has

Made more than 1.9 million patient visits possible; |

Obtained over $688 million in free medications for more than 185,500 uninsured Virginians; |
 |
Enrolled 50,000 children in state-sponsored health insurance; and |
 |
Provided more than $6 million in grants to help establish or expand 42 dental safety net programs and projects. |
We could not have accomplished this much without the support of Virginia's General Assembly and our many partners.
