General Eligibility Requirements

Organizations may apply for a grant from VHCF only if they are:

A private non-profit agency holding a 501(c)3 tax-exemption;
An affiliate of a 501(c)3 tax-exempt agency;
An applicant for federal tax-exemption under 501(c)3; or
A public agency.

Categories of VHCF Grants

VHCF grants are concentrated in three broad areas:  health safety net grants, medication access grants and children's health insurance outreach grants.  Only Health Safety Net grants are open for proposals year-round.  Applications for all other grants are solicited only through periodic Requests for Proposal.

Health Safety Net Grants

VHCF health safety net grants provide funding to increase access to primary medical, dental or mental health care for Virginia's uninsured and medically underserved.  Health safety net grants can be used by organizations that meet the general eligibility requirements to:

Develop or expand patient capacity;
Establish a broader scope of services;
Create local systems of care; and/or
Strengthen the infrastructure of health safety net providers.

Health safety net grants cannot be used to:

Fund research projects that lack a direct primary care service component;
Replace funding from a previously-existing source, public or private, which has been reduced or eliminated;
Fund portions of existing operations; or
Underwrite sponsorships.

Mental health care funding via the health safety net is made possible through a special VHCF initiative, A New Lease on Life, which has its own eligibility criteria.

Children's Health Insurance Grants

Project Connect grants provide funding for projects in selected communities directed toward increasing the number of children and pregnant women enrolled in state-sponsored health insurance (Medicaid and FAMIS).

Can be used only by organizations in geographically targeted communities to help increase enrollment and retention in the state-sponsored health insurance programs for children, FAMIS and FAMIS Plus.
Can be applied for only via special requests for proposals as new funds become available.

Medication Access Grants

RxRelief Virginia grants help targeted communities establish Medication Access Programs to increase the availability of free or low cost medication for uninsured residents.  These grants: 

Can be used only by/for local Medication Assistance Programs in economically disadvantaged regions to help uninsured adults obtain prescription medicines;
Can be applied for only via special requests for proposalsl.  As more funds become available for MAPs, new requests for MAP grant proposals will be issued.
