Richmond, Virginia, September 4, 2025 — The Virginia Health Care Foundation (VHCF) is delighted to announce the appointment of Marvin B. Figueroa to its Board of Trustees. Figueroa brings a wealth of expertise and perspective to the Board, including his longstanding leadership of large-scale health policy initiatives, track record of building successful public-private coalitions, and depth of experience in working with key legislative, governmental, and community stakeholders nationwide and in Virginia.
“We are fortunate to have someone with Marvin’s background and keen insights joining our Board to expand access to healthcare and make Virginia healthier for all,” said Jeff Ricketts, Chairman, VHCF Board of Trustees.
Figueroa first worked closely with VHCF while serving as Deputy Secretary of Health and Human Resources and Legislative Director under Governor Ralph Northam, where he played a key role in implementing Medicaid expansion and advancing statewide efforts to strengthen behavioral health services.
Currently, Figueroa is a Vice President at BGR’s Health and Life Sciences Practice in Washington, D.C., where he helps clients navigate the intersection of health care policy, politics, and government decision-making. Before joining BGR, Figueroa served as Chief of Staff to U.S. Senator Laphonza Butler, where he led all aspects of the Senator’s operations and served as a key policy and communications advisor.
Originally from La Ceiba, Honduras, Figueroa and his sister were raised by his mother, a home health aide, in the Bronx, N.Y. He chose to dedicate his career to change and influence policy. “I have often found myself working for individuals who are more often than not the ones last seen, last heard, and last considered,” Figueroa said, “bridging gaps between policy and what people ultimately need.”
During the Biden administration, Figueroa was appointed by President Biden as Director of Intergovernmental and External Affairs at the U.S. Department of Health and Human Services (HHS), where he worked with all HHS staff and operating divisions to build coalitions with community organizations and state, local, and tribal governments to advance White House health priorities.
Earlier in his career, Figueroa was a Senior Policy Advisor to U.S. Senator and VHCF Founding Board Chair Mark Warner, focusing on health care, education, and workforce development, including crafting bipartisan solutions to address chronic illness.
Figueroa is a nationally recognized speaker and the recipient of multiple honors, such as the Presidential Leadership Scholar, the Congressional Black Caucus Health Braintrust Congressional Staffer of the Year, and the Congressional Hispanic Caucus Institute Young Alumnus of the Year. He is also a Distinguished Fellow and Founding Faculty Member at Meharry Medical College School of Global Health.
Marvin earned his bachelor’s degree from Vanderbilt University and master’s degree from Harvard University.
The Virginia Health Care Foundation is a non-profit public/private partnership with a mission to increase access to primary health care for uninsured and medically underserved Virginians. The Foundation was initiated by the General Assembly and its Joint Commission on Health Care in 1992. Since its inception, it has funded 564 community-based initiatives throughout the Commonwealth and established multiple programs and partnerships. Combined, they have helped more than 900,000 uninsured and medically underserved Virginians obtain the health care they need.
