Tool Kit 2 – Medicaid for Virginians who are Aged, Blind, or Disabled (ABD)

The SignUpNow Tool Kit 2 – ABD is a comprehensive resource manual for both program administrators and for those who work directly with individuals who may be eligible for Virginia’s ABD Medicaid programs, including:

  • Aged, Blind, or Disabled (ABD) with income ≤80% FPL
  • Individuals receiving Supplemental Security Income (SSI)
  • “Protected Cases”
  • Individuals with income up to 300% SSI in a Nursing Home, Community-Based Care, or Hospice
  • MEDICAID WORKS
  • Medicare Savings Programs – Qualified Medicare Beneficiary (QMB), Special Low-Income Medicare Beneficiary (SLMB), Qualified Individual (QI), and Qualified Disabled and Working Individual (QDWI).

This Tool Kit contains: eligibility information for the programs; how to apply, including the Application and supplementary forms (e.g. Appendix D, Appeal Form); what happens after someone is enrolled (benefits delivery and term of coverage); lists of helpful resources and reference guides; and case examples.

The 2nd Edition of the SignUpNow Tool Kit 2 – ABD is posted below. Creation of this Tool Kit was made possible with funding from the Virginia Department of Medical Assistance Services. The sections and other items are all PDF documents and the size of each is given (in KB or MB). The current version number is “2.1”. In the future, version numbers will be listed on the bottom right corner of the first page of the Table of Contents. As changes occur and items are updated, you will see (Revised X/XXXX) after the items listed below.
